Odisha Govt Takes Cognizance of ODMM Complaint Over Delay in Jamunanaki–Chhend Bridge Project

The Odisha Government has officially taken cognizance of the complaint submitted by the Odisha Digital Media Mahasangha (ODMM) regarding the delay, cost escalation, and alleged lack of accountability in the Jamunanaki–Chhend Bridge Project in Rourkela.
As per an official communication issued by the Planning and Convergence Department, Government of Odisha, Joint Secretary Shri Dileswar Majhi forwarded the grievance petition submitted by ODMM State President Manoj Satapathy to the Collector and Chairperson-cum-Managing Trustee of DMF Trust, Sundargarh District, for necessary action.
The letter refers to the complaint filed by ODMM on April 11, 2026, highlighting serious concerns over the prolonged delay in construction of the bridge connecting Jamunanaki on the Kuarmunda side with Chhend Colony in Rourkela. The project is being executed under the District Mineral Foundation (DMF) fund through the Roads and Buildings Department.
According to the memorandum, the delay in completion of the bridge has caused severe inconvenience to the public and led to significant escalation in project cost, raising questions over planning, supervision, execution, and accountability of the contractor and concerned officials.
ODMM had demanded a detailed inquiry into the delay and cost escalation, fixation of responsibility on erring officials and contractors, recovery of excess public expenditure, and immediate completion of the bridge project within a fixed timeline.
The forwarding of the complaint by the state government is being seen as a significant administrative step towards addressing public concerns related to the much-delayed bridge project in Rourkela.
